Latest version of Cbc and SCIP cannot coexist

It seems the latest versions of Cbc (v1.3.0) and SCIP (v1.12.7) cannot be installed into the same environment.

(Raising issue here since latest Cbc is more recent than latest SCIP, but maybe SCIP needs updating for compatibility?)

Rebuilding SCIP now: JuliaPackaging/Yggdrasil#12282

I'm going to close this issue because it's unrelated to Cbc.
