Support fsspec 2024

Problem

As of jupyter-scheduler==2.9.0, s3fs and fsspec 2024 cannot be installed with jupyter-scheduler due to potential dependency conflict. fsspec is fixed to 2023.6.0 in

jupyter-scheduler/pyproject.toml

Hi @LiutongZhou. Thank you for creating this issue. I'm looking into updating fsspec which would allow installation of latest versions of s3fs in the same environment. Edited the issue name to better reflect what needs to be changed in jupyter-scheduler to remove dependency conflicts when jupyter-scheduler and s3fs 2024 are attempted to be installed in the same environment.
