Cannot install pkg control

Description

Cannot install pkg control at both situation with -forge and directly from tar file

What I Did

tar file installation

it's running at a conda environment

I had a similar problem and solved installing fortran-compiler and cxx-compiler in the conda environment.

@bonassifabio thank you so much, but I solved installing root and root_base from conda-forge that install fortran and other basics compilers
