Deploy registry mirror into oci-prow-worker cluster

We ran into image pull limits from DockerHub recently when trying to use the Go image, so maybe it's time to deploy a registry mirror into the oci-prow-cluster and configure our Prow jobs to use that.

This won't let the nodes themselves use that mirror, but that is mostly using GitHub hosted images, so we aren't facing as aggressive rate limits.
