Kernel Community doc: add link to KCIDB subscriber guide

In the `Evaluating Test Results` section, include link
to KCIDB subscriber guide and remove KCIDB templates link.
At the time of adding this doc, KCIDB subscriber guide
didn't exist. Hence, update the links accordingly.
