Enhancement Description

• One-line enhancement description (can be used as a release note): Configure the max CrashLoopBackOff delay
  This change takes the (already implemented and in alpha) KEP 4603 and splits it into two KEPs, with the intention of graduating the smaller portion defined here to beta. No new features or functionality are proposed.
