“php artisan docs” does not work correctly

The php artisan docs command can't find anything and always sends me to the home page.
For example, when I run php artisan docs views, it tells me this:

> php artisan docs views
WARN Unable to determine the page you are trying to visit.
INFO Opening the docs to: https://laravel.com/docs/12.x.

Steps To Reproduce

run:
php artisan docs controllers

Yes because of index.json file is not there

I can also confirm this issue.

• Running php artisan docs works and show prompts

• But when I enter something like view or controllers, it tries to fetch:
  https://laravel.com/docs/12.x/index.json

At this point:

• On my environment it sometimes fails with cURL error 60 (SSL peer certificate).
• Even when the SSL issue is bypassed, the file is currently empty:

   "pages": []
}

So the command cannot resolve the page and just falls back to the home docs page.

I also tested other versions (11.x, 10.x) and the same problem exists there as well.
