Support internal migrations

Add support for running migrations for internal changes. Currently, internal changes are executed in a single [bootstrap.sql](https://github.com/levkk/rum/blob/9575f23d289d74f978937bf3805818230f552186/rwf/src/model/migrations/bootstrap.sql#L1) file.

Tables that can be created with this mechanism:

- `rwf_requests`
- `rwb_jobs`

And many more that will support built-in features.
