Bug: Everything that used to scroll inside another div does not scroll anymore

The Resource Specification report (and presumably all reports?) don't scroll with the mouse wheel or with the up and down arrows. You can get there by clicking and tabbing, but it is not very standard.

Since moving to the Launcher's view window there are a few parts of the UI that are broken, including that scrolling. There's a lot of places where I noticed this. Basically any parts of the screen inside another div that used to scroll doesn't scroll anymore.
