Export configuration model

Design and export a Configuration model which declaratively describes all that is to be configured in the project, such as:

- scripts to be added
- modules to be installed and in which mode (fx `--save-dev` for `npm`)
- full config files or operations on such files (merge or delete key)
- files to be added or deleted
