[GDB][VSCode] Fails to update scope when changing frame

Sometimes with VSCode running gdb, selecting a new frame using the VSCode UI does not result in a scope update in DAVE. This is known bug and is likely a cppdbg code : microsoft/vscode-cpptools#12892
