Rust support

The existing Python bindings look fairly straight-forward to port, and build crates like cc, bindgen, etc. make FFI pretty trivial.

Thoughts / interest?

I have set up a simple bindgen wrapper for rust at https://github.com/vincent-uden/daqhats-rs

It's published on crates.io and does work, however it is not idiomatic at all of course as it's just generated bindings for the C code.
