Latest Offline App Version is still v8.0.14

Describe the bug
The latest version for the offline app of Microsoft MakeCode for micro:bit is still 8.0.14, which has a bug, that you cannot switch back from JavaScript to Blocks

To Reproduce
Steps to reproduce the behavior:

1. Download the Offline App from https://makecode.microbit.org/offline-app
2. Create a new Project
3. Switch to JavaScript
4. Switch back to Blocks
5. See error Oops. something went wrong trying to convert your code.

Expected behavior
The offline version should be 8.0.16
