Ask which branch to branch off from

With githubIssues.alwaysCreateDraftPR it might make sense to ask the user where to branch off from and if to branch off at all (related #1706).

Currently when working on an issue and starting to work on another issue, the branch is first switched back to master and then the new branch is created from there. If not working on an issue, the current branch is branched off from. Doing this automatically is not transparent to the user.

This would be a nice feature. Also, an option to configure the branch to branch off from so it won't ask the user every time would be very helpful.

In my case I'm using 'master' branch just as the stable and protected branch (with push restricted) and all the work takes places in the 'dev' branch, every stable release is merged into master and I don't think this pattern is that unusual.

When I stop working on an issue it switches me back to master and I have to manually checkout to the dev branch and then start working on another issue so my issue branch is created from my dev branch and not from the not-up-to-date master branch, as @chrmarti points out this is not a transparent behavior and it could lead to other mistakes if users aren't aware.

Is there any update on this issue? I feel it counter-intuitive to be in a specific branch, wanting to branch-off from that one, but instead branching-off from the master and have to rebase afterwards...
