Steps to Reproduce:

1. Use up the free quota in copilot
2. Click manage paid usage
3. Try to add budget
4. Add card info and enable payments
5. Add budget for models
6. Go back to vscode
7. Still not possible to use claude model
8. Go back to github and add budget for copilot
9. Go back to vscode
10. Still not possible to use claude model
