Allow CLI session continue to run when closing chat editor

Re https://github.com/microsoft/vscode-internalbacklog/issues/6313

Right now if we close the chat editor when a CLI session is running will kill the session, which defeat the purpose of using the CLI as a background agent.

We will get this support once #277318 is completed.
