Check the existence of source code

In the 2.1 round a submitter failed to provide any source code and the submission got accepted.

This should not happen as source code is critical to the review process.

We can add a simple check here: See file references in log lines and find them in the source code directory.

Another easier check is to make sure that the source code dirs are just not empty.
