Baseus BA04 bluetooth adapter needs to be replugged after a reboot

I bought the Baseus BA04 using the provided Aliexpress link.
lsusb reports:

Bus 001 Device 005: ID 33fa:0001  USB2.0-BT

It needs to be plugged out and in again after each reboot. Otherwise it is shown in hciconfig, but bluetoothctl will not detect it.

The idea here at this site is to only recommend adapters that are the best of the best. It is not uncommon for me to remove adapters that are on one of the lists as various things can come up.

I have seen issues like this over the years with many types of adapters, mostly wifi adapters but that is probably because wifi adapters are used in greater quantity. The problem is likely not with the adapter or with the bluetooth subsystem, though it could be. I'd say possibly a system timing issue. My recommendation for a good place to start looking for a solution would be:

Open it. The document was made and it maintained with wifi in mind but some of the ideas could apply. I'm thinking the BIOS settings that have to do with timing might apply. What you can do it try each setting and if the new setting does not help then return the the old setting and try something else.

It would be cool if we could figure out a solution that could fix all cases but that would require a lot of research, gather people that have the problem and then engaging with kernel devs. It could also be something that could be solved in systemd by using delays with bluetoothctl perhaps.
