[Bug]: Prevent unblocking when an add-on gets hard-deleted #15884

What happened?
I'm filing this based on a recollection of what I believe @diox uncovered some while ago:
When an add-on gets hard-deleted (e.g. due to the currently-disabled retention period expiry), any versions blocked would automatically be unblocked.
What did you expect to happen?
The add-on should not be unblocked. In fact we are already soft-blocking versions that are deleted. This should not be undone. This also means if the entire add-on gets deleted (e.g. due to retention period expiry), all versions should be blocked.
