[Task]: Expose additional information about appeals in reviewer tools

Description

Right now we don't explicitly state on the reviewer tools review page that an appeal from a developer was granted. The information needs to be discovered by carefully reading the review history (e.g. noticing that a version was flagged for NHR due to an appeal; then observing that there was an action that looks like it could have resolved an appeal).

This is insufficient when investigating later what happened.

Needs: more information from users of the review tool.

Acceptance Criteria

• Reviewers can easily see that there was an appeal granted.

@ialecse mentioned today that we do show an activity for a granted appeal at least for some actions (like approvals), but not for others (like force-enable).
