Create tag form and add on summary page

• Build a form for creating/editing tags (name + color) on summary page
• Enforce unique name validation
• Provide color picker input
• It should give error if enter a duplicate name
• Add HTMX widget (multi-select / badges) to assign tags
• Support inline add/remove actions
