New windows appear behind MSys terminal window.

Steps to reproduce:

• Open an MSys terminal window.
• Execute the command "notepad".

Expected behaviour:

Notepad opens. The window is at the top level and has keyboard focus.

Actual behaviour

Notepad opens, It is behind the MSys window, partially obscured by it, and the MSys terminal window still has keyboard focus.

Also reproduced with gvim and other applications.

Other information

Windows 11. The bash version in my terminal window is "GNU bash, version 5.2.37(2)-release (x86_64-pc-cygwin)". I am not sure how to obtain other version information you may need. This issue does not happen on my Windows 10 laptop where I have not updated MSys for some time (and now do not want to). I just updated MSys today in the hope that it would fix this issue. I don't know what the earlier MSys version was.
