Use/listen for network changes in QNT #3693
Description
In pre-QNT iroh: When the network changes (e.g. an endpoint detects a switch in Wifi network), it starts sending pings immediately and switches to sending on all known addrs (including relay) instead of only on the previously known working path.
We need to preserve this behavior post-QNT.
