Combine clock and timeSystem dropdowns in the time conductor #8159

Is your feature request related to a problem? Please describe.
Time System isn't independent enough to warrant a dropdown. Clocks are required to have a time system definition in configuration. Switching a mode or a time system or a clock potentially requires switching the other two selections simultaneously, to support a working configuration as supplied by user, which at best is not transparent and at worst is broken.

Combine Time System and Clock dropdowns
Also, fix up UI so dropdowns with single selections are labels, not dropdowns with only single selections.
