Scan for missing ported functions

• check tr and sed (etc) for LC_CTYPE=C
  Check node-build-only code for missing flag where ruby-build wouldn't have added it.

• check for CONFIGURE_OPTS_ARRAY array expansion

• check for build_package_node and setup.rb

• check for is_node_package to apply to other node engines
