npm workspaces and npm bin/npx

When I use npm workspaces, node_modules is not inside the directory of a workspace, but one level higher.

• cd /tmp/monorepo/workspace1/ ; npm bin
  • Currently: /tmp/monorepo/workspace1/node_modules/.bin
  • Should be(?): /tmp/monorepo/node_modules/.bin
• cd /tmp/monorepo/workspace1/ ; npx package-installed-in-monorepo
  • Currently doesn’t work. Probably should(?)

You may want to file this as an issue instead of an RFC, since it seems like a bug?
