e2e: Update features URL endpoint to RAG progress CDN

Description

This pull request updates the feature flag configuration for the staging environment by changing the source URL for the flag settings in the e2e/conf/chart.values.yaml file.

• Configuration Update:
  • Changed the value of FLAG_SETTINGS_URL to use https://cdn.rag.progress.cloud/features/features-v2.json instead of the previous GitHub raw URL, ensuring feature flags are loaded from the new CDN location.
