new static servers page

this is a two-part task, followed by #2 (which must be performed by root)

a replacement for https://ocf.io/servers, served as a static page and not dependent on puppet

• create a static page describing information about our servers, pulled from LDAP
• the page should ideally be built by github actions and served statically alongside mkdocs
• it should display names, IP addresses, type, and descriptions of servers
• guest machines should be grouped under host machines based on LDAP attributes
• unassigned IPv4 addresses in the main OCF block should be listed at the bottom of the page
