Investigate how to better allocate tasks in ECS

In our current setup in ECS most of the tasks tend to be allocated towards a single host

For example, if we have 2 hosts and 6 tasks, the most common allocation would be

1 5 or 0 6

instead of

3 3 or 2 4

This implies that if something happens to the host, more tasks will be affected, and it has happened a few times by now

We should research how to allocate tasks more evenly distributed between clusters
