Persona Home Page does Not Support Empty Widget State (Defaults to 6 Widgets)

Describe the bug
There is an inconsistency in Persona Home Page configuration where it is not possible to have zero widgets displayed.

When a Persona is created (in newer versions) and all widgets are removed from the Home Page configuration, users assigned to this Persona still see the default 6 widgets instead of an empty state.

--> If there is a restriction of atleast 1 widget needs to be selected, the "Save" button should get disabled. But it's inconsistent.

To Reproduce

1. Create a new Persona
2. Go to Home Page configuration
3. Remove all widgets
4. Save the Persona
5. Assign this Persona to a user (as default Persona)
6. Navigate to Home Page

Expected behavior
Home Page should display no widgets when none are configured in the Persona (or) A clear warning in the Persona page saying "Atleast One widget" needs to be selected.
