Add without_scope_info to PrometheusExporter

Is your feature request related to a problem? Please describe.

The goal is to utilize otel prometheus for transforming prometheus scrapes. However the otel scope info adds extraneous labels that are not desired.

Implement the optional without_scope_info flag as described in https://github.com/open-telemetry/opentelemetry-specification/blob/main/specification/metrics/sdk_exporters/prometheus.md
