The error message doesn't indicate that, but per manual tests the issue is that the .tools need to be build with CGO_ENABLED set to 0. On the test matrices CGO_ENABLED is already set to zero for windows-11-arm runner, me need to do the same when building tools, instead of letting go deciding the value.
