Make an API call to enable BGP for the server

BGP needs to be enabled for the server (and project) this sidecar is run on. This can be done "manually" via the Packet portal or API, but maybe it's worth having that functionality built-in here, where if a Packet token is supplied (via env), this has an extra setup of making a call to ensure BGP is enabled on the project and device
