Important: clarification on platform parameters (project 4.2)

Proposals for this project need to be using #5725 as their design base, not the current platform parameters system. This was originally intended in the technical details supplied with the project, but it seems the link for it may have been omitted at some point.

The reason for this is that the new system solves several core design issues that will otherwise highly overcomplicate the solution for project 4.2.

Some minor updates have been made to Project 4.2 description:

• The support for the force remote platform parameters download feature has been moved from Milestone 2 to Milestone 1.
• A Initial reference mockup for the force download feature has been included in the project description | Mockup.

Please incorporate these updates into the proposal as applicable. Any additional changes will be shared in this thread.
