I am not sure if it is a Dockerfile issue or an olcne issue (other oraclelinux8-ocne-tools images are building fine on aarch64)

If building for aarch64 is not desirable, we can add a .skip-arm64 file to build x86 only

It's because Oracle appears not to be publishing a Helm RPM for Arm. I emailed @scoter-oracle about this a couple of months ago, but didn't get a reply.

1.8 and 1.9 are building fine on aarch64 and they have helm as well -- the issue is 2.0 only

It is also available in the ol9 repo 🤷
