Creating an issue to put development steps for integration with SWIFT buoys for incoming wave prediction that come about from discussions here

• create ros 2 message type for telemetry coming from SWIFT buoys
• update buoy api interface to allow sim-only sub to latent data (includes wave heights at static locations defined in sdf)
