UX: Button Component Enhancements Dynamic Text and Tooltips Lectern-UI

Summary of request

• DictionaryDownloadButton component needs to be updated to allow dynamic text and tooltips. Currently, DictionaryDownloadButton is fixed to text Submission Templates.
• Button component does not have an option for a tooltip on hover.

• DictionaryDownloadButton -> packages/ui/src/viewer-table/Toolbar/DictionaryDownloadButton.tsx
• Button -> packages/ui/src/common/Button.tsx

Desired solution

• DictionaryDownloadButton should have an prop to allow changes for the text
• Buttons should have a hover state that will display a short tooltip text

Additional Information

• The design of the actual tooltip does not have to be too complicated and can be achieved with css
