Add support for Bazel 9 #582

Bazel 9 just dropped and as per usual for a major release, broke our built. This issue tracks adding support for Bazel 9.
In my experience, it is best to wait for a couple of weeks until the dust has settled and our upstream dependencies have added support for Bazel 9. Add that point, typically all that needs to be done is to bump up the versions of our upstream dependencies. I expect that Jules or Antigravity can take care of this.
