Add Item Filter/Check so people can't abuse loot notification

Would you be open to adding a filter to certain items in the game such as the cache of runes so a loot notification won't be sent for high value items that don't come from those sources?

If you are open to this but don't have the time to implement, I could take a shot at putting up a PR

Ah, so in addition to being able to blocklist a specific item, you would also be able to blocklist an item source. I am open to this functionality. I don't think an allowlist for this is necessary.

I'm open to anything, just really want this type of spam to go away lol
