nts pool keep-alive support

The current keep-alive support in the codebase here is questionable, and likely has some poor interactions with connection timeouts. We need to take a look at this part of the code and see if we can fix it. 

Might be worthwhile to take a broom through nts record parsing as a whole while were at it, the experience with an alternate method of parsing on the nts-pool repo looks promising.
