This PR aims to remove any
signedfunctionality fromclass Extrinsic. For decoding, if an Extrinsic is passed in for V5 and is signed it will throw an error.The
ExtrinsicSignatureclass is kept around for v5 to be able to see if the extrinsic is Signed but also to keep for future work withTransactionExtensionsthat might include signatures.
