bug: Publisher shows toasts on save in multi-folder workspaces in Workbench

To Reproduce:

1. Create a VS Code / Positron session in Workbench
2. Create a multi-folder workspace by doing "File > Add Folder to Workspace..." on two folders
3. Save a file

Notice that a entrypoint not found (the only one that I saw, but @MariaSemple saw project directory not found) toast appears.
