[Feature]: Upgrade Sugarscape example to mesa 3.*

🤔 Problem Description

Mesa 3.0 includes several significant upgrades. To ensure compatibility and take advantage of the latest improvements, we should update the Sugarscape example to reflect the new API.
Once this update is complete, we can proceed with moving all examples to the projectmesa/mesa-examples repository, as outlined in issue #92.

💡 Proposed Solution

• Upgrade the sugarscape_ig/ss_mesa example to use mesa 3.*
• Update the dependency in project.toml
