Change log is not being updated

The change log for most patch releases is not being updated properly: https://github.com/prometheus-community/ansible/blob/HEAD/CHANGELOG.rst#id62

The github release does have the changes, but CHANGELOG.rst does not match. It looks like minor releases have the changelog.
