Add tests and CI for shared actions

There is no CI for changes to these though, so updating them is a bit of a pain. We should add some basic test infrastructure for qualifying changes.  While composite actions don't have direct test support, we can at least add *positive* tests to make sure nothing breaks.  negative tests will require us to migrate to full-fledged nodejs/docker actions
