How to declare/record WASI support? #319

I have a draft PEP to declare WASI support at https://github.com/brettcannon/peps/blob/wasi-support-pep/peps/pep-NNNN.rst and discussed at https://discuss.python.org/t/draft-pep-on-defining-wasi-support/104758 .

But Steve had a KISS suggestion at https://discuss.python.org/t/draft-pep-on-defining-wasi-support/104758/11 about just keeping this all in PEP 11:

This is a plan-of-record for us, not an interoperability spec, so we really just have to make an official note of what we intend to do, and put it somewhere that people will find it. Abbreviating it to the table of versions, the notes below that, and some text about when the “active” SDK version may change, should change, and who changes it, ought to be sufficient.

What's the SC's preference on how I record this?
