scale up chron doesnt work on meta-pytorch

There's a line that checks for the scale config org location:

But we are trying to deprecate that file here: meta-pytorch/test-infra#10

The fix: Add one more variable that tells you which organization you're actually spinning things up for. If that variable is blank then it falls back to using scaleConfigOrg
