Disable inotify in settings validator

The inotify support is not ready for release in 1.20. Let's prevent it from being enabled in the settings validator, but leave the rest of the code alone. That way we can simply remove the validation block after 1.20 has been released, to finish development.

Note that #8738 hasn't been merged yet so there's nothing to do for now; the settings validator won't accept anything until that's been merged.

Oh, I missed that. I will turn #8738 into a draft for 1.21 then. That is even better.
