Migrate login/logout calls from norman to steve #15326
Description
SURE-6548
- replace v3-public/authproviders (and their login actions) with new steve provided versions (from public api)
- replace log out with new steve version (using new public api token?)
- the login/logout process should not result in any requests to v3-public, v3/authconfigs or v3/tokens
