recovery.bin reports success with missing pieeprom.bin #735

Describe the bug

When using rpiboot to recover a broken SPI flash on CM5 I missed the step with update-pieeprom.sh (yes it's mentioned in the README) and the module booted with a green screen on HDMI / led was blinking. Thus I falsely assumed that the eeprom was re-written, which wasn't the case. Arguably I've used rpiboot not in the way it is documented, but imho recovery.bin should not report success when there isn't anything? Does the binary do anything else which the success indicator relates to and I'm missing?

Steps to reproduce the behaviour

Use bootcode5.bin (which links to 2711/recovery.bin) with rpiboot
